Senator Alhaji Kaka Mallam Yale

Senator Kaka Mallam Yale has, over the years, variously made a name for himself as an honest and people-oriented civil servant, a consummate politician, a selfless unionist, a writer and an ardent supporter of writers.
Born in Yale town of Yale town of Konduga District in January 1953 to the family of late Alhaji Lawan Galtima (who had been the village of Yale from 1951 until his death in 1992), Alhaji Kaka Mallam started his early education in a Quranic School at a tender age. He was enrolled into Konduga Primary School in 1962 and completed his Primary education in 1968. After that he pursued and obtained his ‘O’ Level education by Home Studies. He later proceeded to the College of Business and Management Studies in Potiskum, where he successfully underwent the stages 1 and 2 of the Local Government Administration and Finance course. Not long after this, he proceeded to Kaduna Polytechnic for his Ordinary National Diploma (OND) as well as Higher National Diploma (HND) in Local Government Administration and Finance. In 1982 he was in the University of Maiduguri for his Diploma in Public Administration (DPA). He registered in the same University in 1987 for his Bachelor’s degree in Political Science. He passed out in 1990 with second class Upper Division. He followed this up with a Masters degree in Public Administration (MPA). He also registered for a second Master’s degree programme (in International Relations), the thesis for which he currently writing.
Since 1969 when he joined the civil service career, Alhaji Kaka Mallam Yale had served at both the State and the Local Government levels in various capacities. Positions he had held in the Local Government s include ‘Officer, Council Matters’, ‘Supervisor of Works’, ‘Head of General Administration’, ‘Treasurer’, ‘Director of Personnel Management (DPM)’ and ‘Secretary to the Local Government.’ His services at the Local Government Level were crowned, first by his appointment as Chairman, Caretaker Committee of Konduga Local Government in 1994 by the Military Administration of Group Captain Ibrahim Dada and second, by serving as an elected Chairman of the same Local Government from 1999 to 2002.
And at the State Level he had served as ‘Director General, Ministry of Youths and Sports’, ‘Director General, Ministry of Cooperatives, Community Development, Social Welfare and State Emergency Relief Agency’ (CERA) and ‘Sole Administrator Borno Radio Television Corporation (BRTV).’ He had also been elected to the National Assembly, representing Konduga, Mafa and Dikwa Federal Constituency under the platform of the United Nigeria People’s Congress (UNCP) in 1998. The Political Transition Programme was however terminated by Military intervention before the inauguration of the National Assembly. A key figure in the administration of Senator (Dr.) Ali Modu Sheriff, Senator Kaka Mallam Yale has also served as one Commisiioner in the State Ministry of health. On Monday 5th September 2005, he recieved an oath (along with other commissioners and a new Head of Service) as the State Commissioner for Education.
Alhaji Kaka Mallam has also served on several Adhoc committees. Some of these are: ‘Chairman, Task Force on Petroleum Products Distribution and Monitoring’, ‘Secretary, State Disaster Relief Distribution Committee’, ‘Secretary, Fertilizer Distribution Monitoring Committee’, Chairman, Budget Review Committee (2002), ‘Secretary Borno State Transition Committee (2003), ‘Chairman, Accountants’ Verification Committee (2005) and Chairman, Tertiary Institutions and Hattis iv/22% Committee ’ (2005).
At the political party level, Alhaji Kaka Mallam Yale held several party responsibilities, including ‘Chairman, Borno State All Nigeria People’s Party (ANPP) Launching Committee’ (1998) ‘Chairman, Electoral Board, Governorship Primaries’, ‘Chairman, Electoral Board’ House of Assembly Members’ Primaries’, ‘Member, Borno State All People’s Party (APP) Care-taker Committee’, Chairman, APP State Convention Committee’ and ‘Chairman, Senator Ali Sheriff Governorship Declaration Committee.’ a
Alhaji Kaka Mallam Yale has received many letters of commendation from eminent national and international Bodies and Personalities. The organizations include Borno State Legislature, Borno State Police Command and United Nations Development Programme (UNDP). Some of the personalities are the President of the Federal Republic of Nigeria, Chief Olusegun Obasanjo (GCFR), General Dr. Yakubu Gowon (GCFR), Nigeria’s Military Head of State from 1966-1975 and Professor Emeritus Umaru Shehu (CON, FAS, DFMC). Alhaji Kaka Mallam Yale is also currently a nominee for National Merit Award by the Federal Republic of Nigeria (Weekly Trust Newspapers, Sunday 4th September 2005).
He has also been an ardent member and supporter of non-governmental associations. For example, since 1998, he has been serving as the President of the University of Maiduguri Alumni Association and a two-time member of the Governing Council of the University of Maiduguri. He was also the President of the University of Maiduguri Political Science and Administration Students (NAPOSAS) in 1989. And he became the first President of Konduga Local Government Area Development Association in 1998. Alhaji Kaka Mallam Yale was the first State Secretary of the National Union of Local Government Employees (NULGE). He had also served as the President of the Borno State Chapter of the association. Over and above all he has been a patron of many clubs and associations, including Kanuri Studies Association (KASA).
His publications include: LABOUR OF LOVE: Konduga Local Government and National Integration, and PALESTINIAN QUESTION: Arab-Israel Conflict. Furthermore, four books have so far been written on him. The two most recent ones are: Practised Adminstration and Progressive Management: An Overview of Alhaji Kaka Mallam Yale’s Chairmanship in Konduga Local Government by Bosoma Sheriff and Wakil A. Wasaram (2004) and Service to Humanity: Selected Speeches of Kaka Mallam YALE (1999-2004) by Mahdi Gazali (2005). KASA investigations have revealed that two other books on Alhaji Kaka Mallam Yale are in the offing, both being handled by academicians in the University of Maiduguri. All these demonstrate his exceptional devotion to promotion of scholarship.
Alhaji Kaka Mallam Yale resigned his appointment as Commissioner and contested for the Senatorial Seat in Borno Central, in the 2007 general elections. The Senatorial election, which he won, took place on Saturday 21st April, together with the Presidential and Members of House of Represntatives elections throughout the country.
In the Senate, he is the Vice Chairman of the Establishment and Public Service Committee. He is also on six other committees as member. These are committees on Finance, Education, Internal Affairs, Navy, Labour, Employment and Productivity and committee on National Identity Card and Population.
